As the Israelites start looking for a new leader, they wrongfully set their eyes on other nations and desire a king. But God wants to ultimately be their king and consequently reminds them of the consequences of their choices. INFORMATION CREATES RESPONSIBILITY. We cannot blame others for the choices we make.
